Germany Announces Measures Against Russia Over Airport Drone Attack

Germany’s Foreign Minister Johann Wadephul has announced measures against Russia for an attempted attack at Leipzig/Halle Airport last month involving a drone carrying explosives

This came as the German government blamed Russia for the incident. German Interior Minister, Alexander Dobrindt said that investigators had found evidence linking the device to Russian hybrid operations and the war in Ukraine. The drone was discovered near a Ukrainian aircraft on the evening of August 4 and was subsequently defused.

Dobrindt said that investigators had examined the drone’s configuration, components, explosives and detonator and found similarities with equipment previously associated with Russian operations. “The police investigations, the pattern and intelligence findings prove a Russian responsibility for the attempted attack at Leipzig airport,” Dobrindt told reporters in Berlin.

He said that the device demonstrated “a high degree of technical expertise” and appeared to have involved careful planning. However, he suggested that the operation itself may have been carried out by lower-level operatives acting on behalf of Russian state entities.

Dobrindt did not identify which Russian agencies were allegedly involved, but said German intelligence had indications that individuals connected to Russian state structures had participated in the attempted attack.

The German accusations come amid growing concerns among European governments about alleged Russian sabotage and disruption operations targeting infrastructure and institutions across the continent. Western officials have repeatedly accused Moscow of conducting a campaign of hybrid activities designed to undermine support for Ukraine, disrupt critical infrastructure and create political instability in European countries. Russia has generally rejected such accusations.

Wadephul said that the alleged airport attack represented a deliberate escalation by the Russian leadership. “With the attempted attack in Leipzig, the Russian leadership decided deliberately to do significant damage again to our already massively burdened bilateral relationship,” Wadephul said.

He announced that Germany would close the Russian consulate in Bonn effective September 18. Berlin will also terminate the contract under which the Russian House cultural centre in the German capital operates. The government plans to propose additional Russian individuals for inclusion on European Union sanctions lists in connection with alleged hybrid attacks.

Germany will also strengthen entry controls for Russian citizens and increase pressure on vessels associated with Russia’s so-called shadow fleet. The term “shadow fleet” refers to ships suspected of transporting Russian oil while attempting to circumvent Western sanctions.

The European Union has already imposed sanctions on hundreds of vessels linked to the network. Germany’s latest measures add another layer to the restrictions imposed on Moscow since Russia launched its full-scale invasion of Ukraine in 2022.

Russia Rejects Germany’s Move

Russia’s Foreign Ministry has rejected Berlin’s position and told a news agency that Moscow would respond to what it described as Germany’s “anti-Russian decision.” The exchange threatens to deepen already difficult relations between the two countries, which have deteriorated significantly since the beginning of the war in Ukraine.

The Leipzig/Halle Airport incident has attracted particular attention because of the airport’s strategic role in European logistics and support for Ukraine.The airport is a major international freight hub and regularly handles Ukrainian Antonov transport aircraft.

It is also home to NATO’s Strategic Airlift International Solution, known as SALIS, which provides heavy airlift capabilities for military and humanitarian missions. SALIS currently operates frequently to transport equipment to NATO battle groups along the alliance’s eastern flank, including missions stretching from Finland to Romania. It also supports missions conducted by European Union and NATO member states.

The latest incident also follows a previous security incident at Leipzig/Halle. In 2024, an incendiary device reportedly ignited at a logistics centre at the airport, setting fire to a freight container before it could be loaded onto a cargo aircraft.

Western security officials at the time suspected that the incident was connected to a wider sabotage campaign allegedly organised by Russian intelligence. Moscow has denied involvement in such operations.German authorities have not indicated that the latest drone incident caused casualties or significant damage. The device was detected and defused before it could be used, and investigations are continuing into the individuals allegedly involved.

The case nevertheless adds to concerns about the vulnerability of critical infrastructure across Europe as the war in Ukraine continues. As investigations continue, German authorities are expected to examine the suspected links between the drone operation and Russian state structures while coordinating with European partners on possible further sanctions.

For now, the incident has added another point of tension between Berlin and Moscow and highlighted the growing security challenges facing European infrastructure as governments continue to support Ukraine while confronting alleged Russian hybrid operations.
