Minister for Mines Honourable Thokozani Tembo has led a high-level delegation from Malawi to engage the Ghana Gold Board (GoldBod) in strategic talks aimed at examining and adopting Ghana’s structural gold-sector reforms.

The engagement focused on adopting practical lessons from Ghana’s regulatory mechanisms, particularly regarding licensing schemes, standardized pricing frameworks, formalization strategies, and robust anti-smuggling measures.

The bilateral exchange provided a comprehensive platform for the Malawian delegation to analyze GoldBod’s legislative and administrative framework to structure its own domestic gold-trading ecosystem.

By understanding how Ghana maximizes foreign-exchange earnings and retains greater value from its mineral wealth, Malawi seeks to establish effective purchasing systems while curbing price disparities that fuel informal trading and cross-border gold smuggling.

“The establishment of the Board under the Ghana Gold Board Act, 2025 (Act 1140), consolidated key gold-trading functions previously distributed among several institutions. This arrangement created a more coordinated system, with GoldBod responsible for the gold-trading value chain, including purchasing, assaying, refining and exporting, while the Minerals Commission retains responsibility for regulating mining operations.”

Strategic Foundations of Ghana’s Regulatory Framework

Ghana’s recent legal and structural overhauls have effectively addressed decades of institutional fragmentation across the extractive sector.

Under the Ghana Gold Board Act, 2025 (Act 1140), GoldBod consolidated various supply chain operations into a unified regulatory body, streamlining administrative oversight.

GoldBod’s Director of Responsible Mining and Sustainability, Professor Ishmael Quaicoe, noted that while the Minerals Commission continues to regulate upstream mining operations, GoldBod retains full responsibility over the entire downstream trade value chain.

Central to GoldBod’s operational strategy is a structured four-tier licensing system tailored to encompass every level of market participation.

The model accommodates grassroots buying agents, regional buyers, aggregators, and self-financed aggregators.

According to Professor Quaicoe, this tiered architecture was purposefully designed to “bring market participants into a structured regulatory system while strengthening oversight of gold transactions” across the country.

To eliminate price distortions that historically incentivized illegal trade, the Board implemented a standardized pricing mechanism tied directly to international benchmarks.

Domestic gold trading prices are now anchored to the London Bullion Market Association (LBMA) indices and calculated using Ghana’s official interbank exchange rate, ensuring complete transparency and domestic consistency.

Market Enforcement and Economic Yields

Compliance within Ghana’s structured gold market is maintained through systematic enforcement and real-time oversight.

GoldBod monitors licensed operators through rigorous field inspections of transaction records, purchase receipts, declared gold volumes, and buying prices. Discrepancies identified during routine checks immediately trigger formal investigations into potential gold diversion away from official state channels.

The economic impact of these supervisory measures has yielded significant fiscal returns. In 2025 alone, Ghana successfully mobilized approximately 104 tonnes of gold from the artisanal and small-scale mining (ASM) sector, generating roughly US$10.8 billion in gross export proceeds.

These revenues demonstrate the role that formalized trading frameworks play in bolstering national export performance and foreign reserve stabilization.

Furthermore, the integration of commercial banking institutions has proven instrumental in sustaining market liquidity. Commercial banks provide dedicated financing to regulated gold buyers, strengthening the financial infrastructure supporting formal mineral trade.

The Imperative for African Extractive Synergy

The push for regional cooperation between Malawi and Ghana underscores a critical imperative facing emerging mineral producers across the African continent.

Unregulated artisanal mining and informal supply chains historically bleed billions of dollars from national economies through illicit financial flows and smuggling syndicates.

Honourable Tembo emphasized that Malawi is actively seeking “practical lessons from Ghana’s experience to avoid challenges associated with developing a gold industry without effective purchasing and regulatory systems.”

Without robust legislative frameworks and state-backed purchasing mechanisms, emerging gold producers face systemic under-declaration of mineral output, revenue loss, and severe environmental degradation.

Informality in gold trading leaves primary producers vulnerable to predatory pricing by non-state actors, driving gold into parallel shadow markets.

This bilateral partnership highlights the value of South-South knowledge sharing in natural resource governance.

By adopting tested regulatory blueprints such as centralized trade oversight, transparent benchmark pricing, and structured banking integration African nations can retain local value, protect national sovereignty over mineral resources, and transform raw commodities into sustainable economic development.
