Ghana Gold Board (GoldBod) has expanded its strategic procurement network by granting a second gold aggregator license to IB Impex Limited.
This milestone authorization empowers the company to purchase and consolidate gold on behalf of the state’s primary gold purchasing agency, marking a critical step in the decentralization of the national gold offtake mechanism.

By securing this approval, IB Impex Limited joins Bawa Rock Limited as the only two firms currently licensed to operate within GoldBod’s high-tier structured gold purchasing and supply framework.
This development is part of an ongoing regulatory evolution designed to create a traceable, centralized pipeline that funnels precious minerals from licensed small-scale miners and Tier 1 and Tier 2 buyers directly into the state’s coffers.
Under the arrangement, IB Impex will operate with seed financing support from the Board, reinforcing a formal system that seeks to streamline the flow of gold from production points to the national purchasing authority.
Strict Regulatory Compliance and Financial Benchmarks

To secure its status as a licensed aggregator, IB Impex Limited had to navigate a “stringent financial and regulatory” vetting process.
GoldBod’s framework requires that applicants demonstrate 100% Ghanaian ownership and provide “substantial working capital backed by verifiable bank statements” to ensure they can handle the high-volume transactions inherent in the Domestic Gold Purchase Programme (DGPP).
Furthermore, the board mandates a proven “demonstrated track record in gold trading” over a minimum three-year period.
In a move to safeguard state resources, aggregators must provide a full bank guarantee or an Advance Payment Guarantee with a counter-indemnity instrument.
These measures, alongside valid tax and SSNIT clearance certificates, ensure that only “entities of high integrity” operate with the seed financing support provided by the Board.
Strengthening the Domestic Gold Purchase Programme (DGPP)

The inclusion of IB Impex Limited is expected to provide the necessary logistical “horsepower” to meet the ambitious targets of the Domestic Gold Purchase Programme.
By diversifying the pool of aggregators, Gold Board is effectively increasing its capacity to “mop up” gold from the artisanal and small-scale mining (ASM) sectors, which have historically been prone to smuggling and informal trading.
The DGPP relies on these aggregators to convert local mining output into national reserves. With a second major player on the field, the state can more effectively “streamline the flow of gold from production points to the national purchasing authority.”
This increased aggregation capacity is a “game-changer” for the Bank of Ghana’s efforts to build foreign exchange buffers and stabilize the Cedi through the accumulation of monetary gold.
The program, which has already seen gold reserves increase from 8 tonnes to over 30 tonnes, benefits from this “centralized and traceable gold trading system.”

By restricting aggregators to purchasing “exclusively from licensed miners” and approved buyers, GoldBod is creating a closed-loop system that discourages illicit trade.

Realizing the Vision of GANARAP and DGPP

The issuance of this license is a direct contribution to the Ghana Accelerated National Reserve Accumulation Policy (GANARAP) recently passed by parliament of Ghana.
By achieving an “operational weekly gold purchase target” of approximately 3 tonnes, GoldBod aims to leverage gold to “strengthen Ghana’s foreign exchange reserves and promote economic stability.”
The participation of IB Impex Ltd ensures that the government can reduce its “reliance on Eurobonds, swaps, and commercial bank borrowing” by tapping into domestic mineral wealth.
This strategic move by GoldBod underscores the government’s commitment to “formalising gold transactions” and “strengthening oversight” in the extractive sector.
