NAFAG Backs Marine Protected Areas to Restore Stocks

The National Fisheries Association of Ghana (NAFAG) has formally endorsed the government’s establishment of Marine Protected Areas (MPAs), signaling a commitment to Ghana’s conservation-led industrial policy.

Addressing stakeholders in Tema, NAFAG President Nana Joojo Solomon described the move as a “vital austerity measure” necessary to pull the nation’s fisheries back from the brink of total collapse. The endorsement reflected a growing consensus that the previous “open-access” regime triggered a biological crisis that now threatens the survival of the entire sector.

“In Ghana, once you have the money, you can acquire a canoe, nets, and other equipment and go fishing. But in other countries, there are strict limits, quotas that regulate how many vessels can operate at any given time. Without such controls, we risk overcapacity and depletion of our fish stock”

The announcement coincided with a ceremony to rename the NAFAG Hall after the association’s late former President, Flt Lt Militides Godfrey Tackey – honoring a leader known for military-grade discipline and a relentless fight against Illegal, Unreported and Unregulated (IUU) fishing.

NAFAG framed the new MPA policy as a return to order, especially for an industry that supports over three million Ghanaians and provides up to 70% of the country’s animal protein. For Joojo Solomon, protected zones are a structural requirement for national food security.

He explained that, unlike nations that utilize strict quotas and vessel limits, Ghana’s lack of a barrier to entry has led to a dangerous overcapacity. In this environment, too many vessels are chasing a dwindling resource, leading to a “race to the bottom” that sacrifices long-term sustainability for immediate, diminishing returns.

By backing the nation’s first MPA declaration and concept, NAFAG is advocating for a system modeled after terrestrial forest reserves. These designated zones act as biological safe havens where human activity is strictly curtailed to allow ecosystems to regenerate.

In the marine context, these are critical spawning grounds. Safeguarding these areas ensures that fish populations have the space to breed, creating a spillover effect that replenishes the surrounding waters where fishing is still permitted.

Rebuilding the Spawning Grounds

Joojo Solomon further highlighted the severity of the biological deficit. Just as a bankrupt economy must freeze spending to recover, he argued that the fisheries sector must freeze extraction in specific zones to allow for the recovery of biomass.

This technical approach treats protected areas as a biological bank account – where the “principal” is the protected breeding stock, and the “interest” is the sustainable harvest that flows out of these zones and into the nets of artisanal and industrial fishers.

Without these spawning grounds, the industry faces an existential ultimatum since the pressure from overfishing has reached a point where natural recruitment can no longer keep pace with human demand. Enforcing closed seasons and permanent protected areas is essentially the only way to build a sanctuary for the species that provide the backbone of the nation’s nutrition.

The decline of fish stocks is not merely an environmental concern; it is a national security threat. The fisheries sector provides the most affordable source of protein for millions of Ghanaians, and its collapse would lead to a surge in food prices and a catastrophic loss of livelihoods.

However, NAFAG’s support for the MPA policy was paired with a demand for accountability regarding the welfare of those most affected by these restrictions.

With the implementation of these zones directly impacting 21 coastal communities within the Greater Cape Three Points enclave, Joojo Solomon was clear that the government cannot implement conservation in a vacuum. To prevent these communities from falling into poverty, the state must roll out alternative livelihood programs, including investments in aquaculture and coastal tourism.

“This is not just about fishing; it is about food security and economic survival. A responsible government cannot sit back and watch such an important sector collapse,” Joojo Solomon added. For NAFAG, the goal is a transition that protects the ocean without abandoning the people who depend on it.

The Tackey Standard

The tribute to Flt Lt Militides Godfrey Tackey served as a reminder of the discipline required to manage a national resource. With a background in the Ghana Air Force and national security, Tackey’s tenure was marked by a commitment to infrastructure and regulation.

He was instrumental in securing land for NAFAG and played a pivotal role on the Fisheries Commission Board in 2000, where he championed the interests of artisanal fishers while enforcing strict compliance with maritime laws.

His legacy of equitable resource distribution – particularly his work on the National Premix Fuel Committee – remains the blueprint for the association. The association called for a return to the standards that Tackey set – where management is defined by technical competence, military-grade compliance, and a fierce protection of the industry’s industrial assets.

The National Fisheries Association of Ghana’s endorsement of Marine Protected Areas marked a critical point in the country’s maritime history, moving away from an unregulated, open-access model to finally aligning its commercial interests with the biological realities of the Gulf of Guinea.

This is a transition from a model of extraction to one of stewardship. As the industry looks toward a modernized future, the success of the MPA policy will hinge on the government’s ability to balance ecological austerity with socio-economic support.

For the industry, the establishment of these protected zones is a sovereign declaration that the survival of Ghana’s fish stocks is non-negotiable. The legacy of leaders like Flt Lt Tackey has provided the foundation, but the future of the industry now rests on the sector’s ability to embrace a new era of discipline and conservation.
