Qatar Urges Gaza Recovery and Palestinian Statehood

Qatar has called for urgent action to address the humanitarian needs of Palestinians and advance the recovery and reconstruction of Gaza, while stressing the importance of establishing a credible path towards an independent Palestinian state.

Qatar’s Minister of State for International Cooperation, Maryam bint Ali bin Nasser Al-Misnad, made the remarks during a high-level roundtable on early recovery in Gaza held on the sidelines of the 81st session of the United Nations General Assembly in New York.

According to Qatar’s Ministry of Foreign Affairs, Al-Misnad said that Doha continues to work with Egypt, Türkiye and the United States to implement the comprehensive peace plan and its roadmap in accordance with UN Security Council Resolution 2803.

She stressed the importance of maintaining the ceasefire and fulfilling all outstanding obligations under the first phase of the plan, including the immediate, safe and unhindered delivery of humanitarian assistance and early recovery supplies.

Qatar also called for the rehabilitation of vital infrastructure in the Gaza Strip as part of efforts to address the territory’s humanitarian crisis and establish conditions for longer-term recovery.

Al-Misnad stated that the roadmap provides the framework for implementing the second phase of the comprehensive peace plan. She said this phase includes dismantling military capabilities, a full Israeli withdrawal, the deployment of an international stabilisation force and the assumption of responsibilities across Gaza by the National Committee for the Management of the Gaza Strip.

She also called for the early recovery and reconstruction process to begin across Gaza, urging all parties to fulfil their obligations in good faith and without delay.

According to the Minister, tangible progress on the ground would be necessary to ease the suffering of Palestinians and establish conditions for sustainable recovery and lasting peace.

Al-Misnad stressed that Gaza’s recovery could not be separated from the immediate humanitarian needs of its population, highlighting the importance of fuel to maintaining essential civilian services.

She said that Qatar had supplied approximately 30 million litres of fuel to Gaza over the past three years and had recently signed an agreement with the United Nations to provide an additional 1.3 million litres.

Qatar has also provided assistance to Gaza’s healthcare sector. Al-Misnad pointed to the Sheikh Hamad bin Khalifa Al-Thani Hospital for Rehabilitation and Prosthetics, which she said provides services to tens of thousands of patients and people with disabilities.

The Minister reaffirmed Qatar’s readiness to continue working with the United Nations, the Peace Council, the Palestinian Authority and other concerned parties to advance Gaza’s early recovery and reconstruction.

She noted that the objective was not only to alleviate the immediate suffering of Palestinians but also to support what Qatar described as a just, lasting and comprehensive peace.

Al-Misnad further stressed that reconstruction efforts should contribute to reunifying the West Bank, including East Jerusalem, with the Gaza Strip.

She called for a credible and irreversible path towards the Palestinian people’s right to self-determination and the establishment of an independent Palestinian state.

UNCTAD Puts Gaza Reconstruction Needs At $71.5bn

The scale of the challenge facing Gaza was underscored by a new report from the United Nations Conference on Trade and Development (UNCTAD), which estimated that the territory requires approximately $71.5 billion for recovery and reconstruction.

The report described a “severe deterioration across the Occupied Palestinian Territory” and said about 92 percent of Gaza’s economic establishments had been damaged or destroyed.

It also warned that the economic consequences extend beyond physical destruction, with economic activity, public finances and the banking sector all coming under growing strain.

The UNCTAD assessment highlights the enormous economic requirements involved in rebuilding Gaza, as international efforts increasingly focus on early recovery alongside humanitarian assistance.

The estimated reconstruction needs come as Qatar and its international partners seek to advance implementation of the broader peace roadmap, including humanitarian access, infrastructure rehabilitation and preparations for longer-term reconstruction.

Qatar’s emphasis on fuel, healthcare and essential civilian services reflects the immediate needs that must be addressed alongside wider reconstruction planning.

The recovery process also remains closely tied to broader political and security arrangements under the proposed peace framework, including the future administration of Gaza, security arrangements and the relationship between Gaza and the West Bank.

The ultimate objective, for Qatar, is to link recovery and reconstruction with a broader political process aimed at establishing lasting peace and creating a path towards Palestinian statehood.
