The Tema Oil Refinery (TOR) Ltd. has officially announced the appointment of Mr. Edmond Kombat Esq. as its new Acting Managing Director, following his nomination by the President of the Republic.  

The announcement signals a major transition for TOR as it seeks to strengthen operations, improve efficiency, and reinforce its contribution to Ghana’s energy security.

Mr. Kombat, who previously served as Deputy Managing Director since February 2025, steps into his new leadership role with a wealth of experience in Ghana’s energy sector. 

The appointment comes at a critical time for TOR, which has faced operational disruptions, financial challenges, and reputational setbacks over the past decade.  

However, management and staff expressed optimism that Mr. Kombat’s leadership could mark a turning point.

TOR’s operational revival is viewed as a key national priority, especially as Ghana seeks to reduce its dependence on imported refined petroleum products, improve energy self-sufficiency, and support job creation in the industrial sector. 

Given TOR’s current state—with periodic halts in refining due to equipment and financing constraints—sector analysts view Mr. Kombat’s appointment as both timely and strategic. 

Mr. Kombat is no stranger to the energy industry. His background at BOST and the Ministry of Energy means he understands not just the technical side of operations, but also the broader policy and regulatory environment. 

His past work at IES also adds a layer of credibility. As a co-founder of the think tank, Mr. Kombat was instrumental in shaping discourse on fuel pricing, strategic reserves, and local refining policies in Ghana. 

Ghana has been striving to bolster its energy security through refined petroleum production, strategic imports, and infrastructure development.  

With oil refinery operations often disrupted by financial and logistical hurdles, experts believe TOR’s revival will be key to stabilizing Ghana’s fuel supply. 

TOR plays a crucial role in Ghana’s energy ecosystem. Mr. Kombat is expected to use his expertise to drive efficiency, ensure profitability, and enhance the refinery’s contribution to national development. 

While expectations remain high, industry stakeholders anticipate that Mr. Kombat’s leadership will bring strategic direction and stability to TOR.

Given his deep expertise in energy security and policy, stakeholders believe he has the capacity to drive the refinery forward 

As TOR embarks on its new phase under Mr. Kombat’s leadership, the refinery is poised to undergo critical operational shifts aimed at improving efficiency and enhancing Ghana’s petroleum refining capacity.  

With the backing of government and private sector stakeholders, many see this appointment as an opportunity to rebuild confidence in TOR’s ability to meet national energy needs. 

Moving forward, Mr. Kombat is expected to work closely with the Ministry of Energy and other key stakeholders to develop long-term strategies that will ensure the sustainability of TOR and the broader energy sector. 

The appointment of Edmond Kombat Esq. as Acting Managing Director of TOR marks a pivotal moment for Ghana’s energy sector.  

With his expertise in strategic energy policy, regulatory affairs, and advisory roles across Africa, Mr. Kombat is expected to drive TOR’s transformation and strengthen Ghana’s refinery operations. 

As TOR undertakes its next chapter of reforms, stakeholders, industry leaders, and the public eagerly await the impact of his leadership on Ghana’s energy security and economic growth.
