United Kingdom has backed the Fintech Industry with a major package of reforms aimed at strengthening its fintech and payments sector, as the government moves to ensure the country remains competitive in a rapidly evolving global financial landscape driven by digital innovation, artificial intelligence and tokenised assets.
The reforms focus on modernising payment regulation, supporting emerging technologies such as stablecoins, and preparing the financial system for AI-driven transactions.
According to Economic Secretary to the Treasury, Lucy Rigby, “Fintech is true British success story, and we are backing the industry to maintain its competitive edge and go even further and faster in driving growth.”

The reforms focuses on overhauling the regulatory structure that governs payment services and electronic money. The government plans to integrate these systems more tightly into the UK’s basic financial services architecture, resulting in a single, more coherent framework capable of accommodating both traditional payments and emerging digital forms, such as tokenised money like stablecoins and digital deposits.
It also describes how stablecoins used for payments would be controlled under a new issuance framework in the UK. This, according to the government, will increase certainty for organisations dealing with digital assets while also guaranteeing adequate oversight as adoption grows.
Another significant area of focus is the growing application of AI in financial services. The government will look into how regulations should adapt to reflect this significant shift in the way payment systems operate as AI agents conduct payments and financial transactions on behalf of individuals and enterprises.
Furthermore, it is anticipated that the Financial Conduct Authority would be given more authority to monitor Open Banking’s future and assist in the creation of new payment systems for commercial schemes. In an effort to promote innovation and investment, the government also intends to lessen administrative requirements for businesses looking to provide stablecoin-based payment services.
Alongside the regulatory changes, the government has appointed Chris Woolard as its new Wholesale Digital Markets Champion, tasked with driving forward the development of a tokenised wholesale financial markets system.

Woolard, a partner at EY and former interim chief executive of the Financial Conduct Authority, will work across government and industry to support the transition from traditional financial systems to more digital, automated and tokenised infrastructure.

UK Strengthens Fintech Ambition

UK government has also confirmed an additional £1 million in funding for the Centre for Finance, Innovation and Technology (CFIT), which plays a key role in supporting collaboration and solving challenges across the fintech ecosystem.
According to the governments communique, UK already hosts more than 3,000 fintech firms and attracts billions in annual investment, making it one of the world’s leading financial technology hubs. The sector continues to expand, supported by strong financial institutions, research capability, and a regulatory environment that engages early with innovation.
According to Janine Hirt, CEO of Innovate Finance, UK has all the ingredients to be a global superpower in fintech, payments and capital markets by “leading in open banking, digital assets and stablecoin, and agentic AI.”

Moreover, Philip Belamant, Co-Founder and CEO of Zilch, added that AI will fundamentally change how people interact with money, shifting payments from something consumers actively manage to something that is intelligently managed and optimised in the background.
