Tarkwa Mine Lease Renewal, Inimical to Ghana’s National Interest—IEA

Institute of Economic Affairs (IEA) has sounded a clarion call to the government to reject a proposed 20-year mining lease extension for Gold Fields’ Tarkwa Mine.

In a press conference addressed in Accra,  the policy think tank expressed “profound concern” over formal applications made by the company to extend its stay beyond the April 2027 expiration of its current agreement.

According to the IEA, the move by Gold Fields to secure another two decades of control over Africa’s largest open-pit gold mine is a maneuver that threatens the country’s long-term economic stability and strategic sovereignty.

“The IEA considers the requested lease renewal deeply inimical to Ghana’s long-term economic and strategic interests and therefore calls on Government to reject it decisively. We must prioritize a framework that secures meaningful Ghanaian ownership and control of the Tarkwa Mine. The persistent underdevelopment of mining communities reflects structural inequities embedded within the prevailing mining regime.”

The push for renewal, spearheaded by Gold Fields CEO Mike Fraser, comes at a time when the Tarkwa Mine serves as the corporation’s “flagship operation,” contributing nearly 25 percent of its global production portfolio.

With an annual output of approximately 500,000 ounces of gold valued at over US$2.3 billion at current market rates the IEA argues that the state is being outmaneuvered by high-level lobbying and attempts to court traditional authorities.

The institute asserts that after over thirty years of operation, the “immense strategic importance” of the mine should finally benefit the Ghanaian people through a transition to indigenous control rather than remaining a foreign-held asset.

The Failure of the Colonial Concession Model

For over a century, Ghana has adhered to extractive frameworks that the IEA describes as being “rooted in the colonial era,” yielding “little transformative development” despite the country’s vast mineral wealth.

The Tarkwa enclave, despite hosting a multi-billion-dollar operation, remains a visual testament to these systemic failures.

 Residents continue to “grapple with deteriorating roads, inadequate healthcare infrastructure, and widespread socio-economic deprivation,” while the environmental toll of large-scale open-pit mining is borne locally.

The IEA notes that while foreign economies are enriched by exported gold, the host communities are left “environmentally burdened” and marginalized.

A Historic Opportunity for Economic Sovereignty

According IEA, the 2027 expiry presents a “rare and historic opportunity” for the government to reset its resource management strategy.

By reclaiming the Tarkwa Mine, Ghana could shift from a royalty-dependent model where it often receives “disproportionately low fiscal returns” to a model of full or majority state and indigenous ownership.

This transition would ensure that the US$2.3 billion in annual value remains within the domestic circular economy, strengthening the cedi and providing the capital needed for industrialization.

Furthermore, the IEA dismisses claims of technical incapacity, pointing out that “major operational activities” at the mine are already executed by Ghanaian service providers.

Strategic Gains for the Government

From a governance perspective, rejecting the extension allows the Presidency to fulfill its “” agenda by securing “meaningful Ghanaian ownership.”

This move would bolster national reserves and provide a direct revenue stream to tackle the infrastructure deficit in mining regions without increasing the national debt.

By integrating local content at the highest levels of ownership, the government can ensure that the “overwhelming economic benefits” are no longer exported, but instead utilized to bridge the gap in educational and health facilities.

As global gold prices remain at record highs, the IEA insists that maintaining the status quo would be a “decidedly” poor choice for the nation’s future.
