Ghana has recorded significant progress in the fight against poverty, with 250 out of the country’s 261 districts posting reductions in multidimensional poverty between 2021 and 2025, according to a landmark national survey released by the Ghana Statistical Service.
The findings are contained in the District Level Multidimensional Poverty Incidence and Ranking Factsheets, the first exercise in Ghana’s history to produce comparable multidimensional poverty estimates for every district over a consistent five year period.
The release marks a major milestone in the country’s efforts to strengthen data driven governance, improve development planning, and ensure that public resources are directed to communities where they are needed most.
Announcing the findings, Government Statistician Dr Alhassan Iddrisu described the exercise as a historic achievement in national development planning.
“Today, the Ghana Statistical Service is proud to release the District Level Multidimensional Poverty Incidence and Ranking Factsheets for all 261 districts in Ghana covering the period 2021 to 2025.
“For the first time in Ghana’s history, we are able to provide comparable multidimensional poverty estimates for every district consistently over multiple years.”

National Progress Emerges Across Districts
The report presents one of the clearest pictures yet of poverty and wellbeing across Ghana, measuring deprivation not only through income but through overlapping challenges in living conditions, education, healthcare access, and employment opportunities.
According to the findings, in 2021, a total of 117 districts recorded multidimensional poverty incidence above the national district average. By 2025, that number had declined to 93 districts.
The reduction points to broad national progress in improving living conditions and expanding access to essential services across much of the country.
More significantly, the report shows that 250 districts experienced measurable reductions in multidimensional poverty during the five years, indicating widespread improvements across both urban and rural communities.
“These findings show where progress is being made, where poverty remains severe, and where urgent action is needed,” Dr Iddrisu noted. The Government Statistician stressed that the rankings are intended to support action rather than create labels.
“These rankings are not about labelling districts. They are about guiding action, improving targeting, strengthening accountability, and ensuring that no district and no community is left behind.”

Northern District Records Highest Poverty Rate
Despite the broad progress recorded nationwide, the report also highlights districts where poverty remains deeply entrenched.
According to the factsheets, Yunyoo Nasuan District recorded the highest multidimensional poverty incidence in Ghana in 2025, with 51.6 percent of its population experiencing overlapping deprivations in living conditions, education, health, and employment.
The data suggest that while national indicators are improving, major disparities still exist between districts, particularly in parts of northern Ghana and other underserved communities.
Development experts say districts with persistently high poverty levels will require more targeted interventions in education, healthcare infrastructure, social protection, job creation, and agricultural productivity if national development gains are to be shared more equitably.
Ayawaso North Records Lowest Poverty Incidence
At the other end of the rankings, Ayawaso North Municipal emerged as the district with the lowest multidimensional poverty incidence in the country in 2025. According to the report, only 5.5 percent of residents in the municipality were found to be experiencing multidimensional poverty.
The contrast between Ayawaso North and Yunyoo Nasuan underscores the uneven nature of development outcomes across Ghana and reinforces calls for stronger district specific policy responses.
Statistical analysts say the findings offer a valuable opportunity for policymakers to study what is working in lower poverty districts while replicating successful interventions in communities that continue to struggle.
Wa West Posts Biggest Improvement
Among the most remarkable stories in the survey is the performance of Wa West District, which recorded the largest reduction in multidimensional poverty over the five year period.
According to the fact sheets, poverty incidence in the district declined sharply from 61.9 percent in 2021 to 24.0 percent in 2025. This represents a reduction of 37.9 percentage points, the largest recorded improvement among all 261 districts.
Guan District Records Rising Poverty
While the overwhelming majority of districts recorded progress, the survey also identifies areas where poverty has worsened. Guan District recorded the largest increase in multidimensional poverty between 2021 and 2025.
According to the report, poverty incidence in the district rose from 28.1 percent in 2021 to 34.8 percent in 2025. The increase serves as a reminder that development progress is not guaranteed and that some districts remain vulnerable to economic disruptions, infrastructure gaps, and social inequalities.
Districts showing worsening trends may require urgent policy attention and stronger development coordination.
Data To Drive National Development
Dr Iddrisu urged government institutions, Parliament, Metropolitan, Municipal, and District Assemblies, development partners, businesses, researchers, civil society organizations, the media, and citizens to actively use the findings to shape policy decisions and strengthen accountability.
He also expressed appreciation to households that participated in the data collection exercise, development partners who supported the project, and staff of the Ghana Statistical Service, whose work made the study possible. “Together, let us use data to improve lives and drive inclusive national development,” he added.
With the release of the district level multidimensional poverty rankings, Ghana now possesses one of its most detailed local development databases, offering policymakers a powerful tool to identify inequality, measure progress, and ensure that no district is left behind.
