BoG Pushes Investor Protection Amid Financial Inclusion Drive

The Bank of Ghana (BoG) has intensified calls for stronger investor protection as Ghana pushes to widen access to financial services and deepen participation in the capital market.

Governor of the Bank of Ghana, Dr Johnson Asiama, said the expansion of financial inclusion must not come at the expense of the people being brought into the financial system. He stressed that regulators and market participants have a responsibility to ensure that greater access is matched by stronger safeguards.

Dr Asiama made the remarks at the official launch of the Central Securities Depository’s InvestorConnect platform, where he highlighted the importance of building confidence among both experienced and first-time investors.

His message comes at a time when Ghana is seeking to broaden participation in the capital market and create greater access to investment opportunities.

As more individuals gain access to financial products, the Governor believes adequate protection, education and reliable systems must grow alongside that access. “Financial inclusion must go hand in hand with financial literacy and investor protection,” he said.

Stronger Safeguards Needed as More Ghanaians Enter Markets

Expanding access to investment products can open new opportunities for households and businesses, but it can also expose inexperienced investors to risks they may not fully understand.

Dr Asiama therefore urged market regulators and participants to pay close attention to the integrity and confidentiality of investor records. He also stressed the need for reliable authentication systems and uninterrupted services.

These issues may appear technical, but they can have a direct impact on investor confidence. A failed authentication process, compromised personal information or prolonged disruption can quickly undermine trust in a financial platform.

The Governor also called for prompt action when incidents occur. Investors, he said, need clear channels through which they can correct errors and resolve complaints when problems arise.

That emphasis on accountability is particularly important as digital platforms become increasingly central to the delivery of financial services. Investors expect transactions to be secure, information to be accurate and problems to be addressed without unnecessary delays.

InvestorConnect Faces Expectations Beyond Technology

The launch of InvestorConnect places fresh attention on the role technology can play in expanding access to Ghana’s investment market.

However, Dr Asiama made it clear that technology alone will not be enough. The platform must clearly explain what it does and what it does not do, particularly because first-time investors may not have a strong understanding of how investment platforms operate.

Clear communication could help reduce confusion and prevent investors from making decisions based on incorrect assumptions.

Investor education is therefore becoming an increasingly important part of Ghana’s financial inclusion agenda. Access to a platform does not automatically mean that users understand the investment products available to them, the risks involved or the responsibilities they carry as investors.

A wider investor base without adequate financial knowledge could create new vulnerabilities within the financial system.

Capital Market Expansion Could Unlock Long-Term Funding

Beyond investor protection, the BoG Governor pointed to the broader economic importance of developing Ghana’s capital market.

Banks remain a major source of financing for the economy, but Dr Asiama said a deeper and more inclusive capital market could provide businesses and government with access to a wider pool of long-term capital.

Such an expansion could create more opportunities for savings and investment while supporting sustainable economic growth.

A stronger capital market can also give businesses additional financing options beyond traditional bank lending. That could become increasingly important as companies seek funding to expand operations, invest in productive assets and pursue longer-term projects.

However, the credibility of the market depends heavily on investor confidence. People are more likely to participate when they believe their records are protected, transactions are properly authenticated and complaints will receive a meaningful response.

Financial Literacy Becomes Critical to Market Growth

The Governor’s comments place financial literacy alongside financial inclusion and investor protection as interconnected pillars of a stronger financial system.

Increasing the number of people who can access financial products is only one part of the equation. Investors also need to understand the products they are purchasing, the risks associated with those products and the responsibilities that come with participating in financial markets.

That means investor education cannot remain an afterthought.

As Ghana seeks to deepen its capital market, stronger consumer safeguards and clearer investor communication could become just as important as new financial products and digital platforms.

InvestorConnect arrives against this backdrop, with expectations that it will help improve access while supporting a more transparent and trusted investment environment.

The central message from the BoG Governor is clear: expanding financial participation must be accompanied by measures that protect the people entering the market.

Ghana’s ambition to build a deeper capital market will ultimately depend not only on how many people participate, but also on how confidently and safely they can participate.
