The National Service Personnel Association (NASPA) has threatened to declare a strike if the government fails to pay outstanding allowances owed to members serving in the public sector.
The Association said the delay in paying the allowances is causing untold hardships to its members who depend on it for their livelihood.
The Secretary of NASPA, Nana Adu Gyamfi Mensah, said some personnel under the 2023-2024 batch have not received allowances since January 2024.
“With the concerns of allowance, we had about four unpaid allowances with two months settled…this is not something that must happen. We are telling the scheme and government that this is unacceptable.”

Nana Adu Gyamfi Mensah stated that the association’s leadership is currently in negotiations with the government.
“In the coming days, after probably our last meeting with the board and government, we will announce our next line of action which is to call for a strike and subsequently a demonstration,” he said.
Economic hardships often translate into financial constraints for Ghanaian youths. Limited access to financial resources and support systems can impede their ability to survive. This lack of financial security further exacerbates the cycle of poverty and restricts youth from exploring personal fulfillment.
Another personnel, Prince Boadi, whose allowance has been delayed said he is worried about the delayed payment.
Cooperation between the government together with the National Service Scheme (NSS) must address the difficulties faced by the service personnel. Collaborative efforts can lead to innovative solutions, increased resources, and more comprehensive support networks for the personnel.
The delays in the payment of allowances for National Service Personnel in Ghana highlight the need for improved processes and accountability within the National Service Scheme.
State of Financial Distress
The delay in the disbursement of allowances for an extended period, specifically for the past five months, has led to dire financial hardships for many service personnel. These individuals rely on these allowances for their basic needs, and the lack of timely payment has left them in a ‘state of financial distress’.
“The delayed payment is a worry to us because as graduates our parents someway want us to be fending for ourselves so most of us depend on the allowance. If it delays, we get worried.”
Prince Boadi, Service Personnel
Moreover, the negligence and indifference displayed by the NSS director towards the financial well-being of the service personnel are appalling and cannot be condoned. The delay in allowance payments has not only caused immediate financial strain but also raised concerns about the broader implications for the service personnel’s ability to meet their basic needs and contribute to their communities effectively.
The situation has prompted a call for immediate action to rectify the situation and ensure that allowances are disbursed without further delay. The service personnel are urging swift and decisive intervention to address this issue, highlighting the urgency and the need for a positive resolution.
In response to these concerns, the Management of the National Service Scheme has taken notice and has assured service personnel that allowances have been released and are being processed for payment as soon as possible. They have also assured the personnel that allowances in arrears are all being processed and will be paid soon.
However, providing regular updates and communication about the status of allowance payments can help maintain transparency and accountability. This includes updates on the processing status of submissions and the timeline for allowance disbursements.
Also, NSS can establish regular payment schedules, and adhering to them strictly can help in preventing delays in allowance payments. This includes setting clear deadlines for submission and disbursement of allowances.
Despite these assurances, the immediate impact of the delay on the financial well-being of the National Service Personnel underscores the critical need for timely and consistent allowance payments. The situation serves as a reminder of the importance of the financial support provided to service personnel and the potential consequences of delays in this support.
