The Ghana Enterprises Agency (GEA) has facilitated the signing of a Memorandum of Understanding (MoU) to establish a structured pathway for qualified Ghanaian health professionals, particularly nurses, to access professional opportunities in Columbus, Ohio, in the United States.
The initiative, being pursued under the leadership of the Chief Executive Officer of the GEA, Ms. Margaret Ansei, forms part of efforts to strengthen strategic partnerships that connect Ghanaian talent with opportunities in the global labour market while ensuring that recruitment and employment processes are transparent, professional and compliant with applicable regulations.
The MoU brings together key institutions from Ghana and the United States, including the City of Columbus, Ghana’s Ministry of Labour, Jobs and Employment, the Ministry of Health and the GEA, to provide an institutional framework for the professional deployment of qualified Ghanaian health professionals.
The collaboration follows an initial engagement between the Office of the Mayor of Columbus and the GEA in February 2026, which has since developed into a broader partnership involving government institutions and stakeholders responsible for labour, employment and healthcare.
Speaking on the development, Ms. Margaret Ansei said the initiative demonstrated the importance of building partnerships that could open credible international opportunities for Ghanaian professionals while ensuring that their qualifications, rights and welfare remained adequately protected.
“Through this partnership, we are seeking to create a credible, structured and responsible pathway that enables qualified Ghanaian professionals, particularly our nurses and other health professionals, to take their skills and expertise to international markets, while ensuring that every stage of the recruitment, selection, licensing and employment process is undertaken in accordance with the relevant laws, professional standards and institutional requirements.”

She added that the initiative reflected the Agency’s broader mandate of facilitating opportunities for Ghanaian enterprises and professionals through strategic partnerships that could expand access to markets beyond the country.
A Framework for Professional Deployment
According to the GEA, the agreement will provide a framework for the professional deployment of qualified Ghanaian health professionals to Columbus, Ohio, subject to applicable laws, professional licensing requirements, employment conditions and agreed institutional processes.
The framework is expected to support clearer procedures for the identification, recruitment and selection of eligible professionals, as well as facilitate their employment under agreed conditions.
The arrangement is also expected to create opportunities for professional exchange and knowledge sharing between Ghanaian health professionals and their counterparts and institutions in Columbus.
The GEA said such exchanges could contribute to stronger institutional cooperation and provide opportunities for professionals to gain international exposure and experience while contributing their expertise to the healthcare system in their destination country.
A key feature of the collaboration is the emphasis on ensuring that the international deployment of Ghanaian professionals takes place through credible and properly regulated processes.
The Agency stressed that professionals participating in the initiative would be required to meet relevant qualification and licensing requirements and comply with the employment conditions and regulations applicable in Columbus and the wider United States healthcare system.
The GEA explained that establishing a structured framework was important because it would provide greater clarity for professionals seeking international opportunities while helping institutions on both sides coordinate recruitment and employment processes.
“An initiative of this nature must go beyond simply creating opportunities for people to travel and work abroad; it must provide a clear and transparent pathway through which professionals understand the requirements, institutions understand their responsibilities, and the rights, qualifications and welfare of participating Ghanaian professionals are protected throughout the process.”

Potential International Labour Mobility
The partnership also highlights the potential for international labour mobility to contribute to professional development and stronger cooperation between institutions in Ghana and their international counterparts.
For Ghanaian nurses and other qualified health professionals, access to international employment opportunities can provide avenues for professional exposure, skills development and experience in different healthcare environments, while also creating opportunities for knowledge transfer and professional collaboration.
The GEA noted, however, that participation in the programme would be guided by professional and regulatory requirements, meaning that interested professionals would have to satisfy the relevant conditions before being eligible for deployment.
The Agency said the involvement of the Ministry of Labour, Jobs and Employment and the Ministry of Health was important in ensuring that the initiative was aligned with Ghana’s labour and healthcare frameworks.
The partnership is therefore expected to strengthen coordination among the institutions responsible for overseeing the professional mobility of Ghanaian workers and health professionals.
A Commitment for Development
The GEA expressed appreciation to the City of Columbus, the Ministry of Labour, Jobs and Employment, the Ministry of Health and other stakeholders whose commitment contributed to the development of the initiative from an initial engagement into a formal framework for action.
“GEA recognises that creating meaningful global opportunities for Ghanaians requires strong collaboration across institutions and borders, and we are therefore committed to working with our partners to ensure that opportunities such as this are developed within a framework that promotes transparency, professionalism, fairness and respect for the rights and welfare of Ghanaian professionals.”
CEO of GEA, Ms Margeret Ansei
The Agency further indicated that the collaboration was part of its continuing efforts to build partnerships that create opportunities for Ghanaians and connect local talent to international markets.
The initiative comes at a time when skilled professionals are increasingly seeking opportunities to apply their expertise in international environments, making structured and properly regulated pathways important for both professionals and institutions.
For Ghana, the partnership also provides an avenue for strengthening international cooperation in the area of professional employment while creating a framework through which qualified Ghanaians can pursue opportunities outside the country under clearly defined conditions.
The GEA said it would continue to engage relevant stakeholders to support the implementation of the framework and ensure that the necessary institutional processes were followed.
It reaffirmed its commitment to developing partnerships that expand opportunities for Ghanaian talent, promote professional mobility and position qualified Ghanaians to participate meaningfully in the global labour market.
