WHO Launches Research Agenda on Climate, Migration and Health

World Health Organization (WHO) has launched a new regional research agenda aimed at addressing the growing health challenges associated with migration, displacement and climate change across the Western Pacific, warning that the convergence of these issues is placing increasing pressure on health systems and exposing significant gaps in evidence needed to shape effective public health policies.

According to WHO, migration, displacement and climate change can no longer be treated as separate policy issues. Instead, they intersect in ways that require coordinated action across governments, researchers and development partners to ensure that vulnerable populations are not left behind as countries work toward achieving Universal Health Coverage (UHC).

The goal of the recently established five-year research agenda is to eliminate enduring knowledge gaps that continue to impede governments’ capacity to create fair, evidence-based health policies.

WHO aims to enhance the quality of data accessible to decision-makers and promote investments in research that directly influences policy and practice by identifying priority research areas and bolstering stakeholder collaboration.

Dr. Santino Severoni, Head of WHO Health and Migration, believes that stronger evidence is crucial for reacting to the region’s shifting health situation.

“Migration, displacement and climate change are increasingly shaping health outcomes across the Western Pacific Region.

“Yet important evidence gaps continue to limit our ability to design effective and equitable responses.”

The research agenda was designed through intensive multi-stage consultations with 108 people from Pacific and Asian subregions. The process brought together experts from several disciplines and sectors to establish research goals that are both realistic and may inform government action in the next years.

The important issues addressed include increasing inclusive Universal Health Coverage and strengthening primary healthcare systems to guarantee that migrants and displaced people have equitable access to necessary treatments.

The agenda also prioritises research into the involvement of migrants in emergency planning and response systems, acknowledging that displaced people are frequently among the most vulnerable during disease outbreaks, natural disasters, and other public health emergencies.

In addition to thematic priorities, the agenda emphasises two cross-cutting goals: improving evidence on under-researched migrant and displaced populations and fostering equitable research partnerships that ensure findings are translated into practical policy measures rather than remaining in academic publications.

WHO asserts that stronger collaboration among governments, researchers, humanitarian organisations, and impacted communities will be critical in developing solutions capable of improving health outcomes for increasingly mobile populations.

The next stage, according to WHO, must concentrate on finding solutions that can be applied, assessed, and scaled across various national contexts, even though it acknowledges that significant research has already identified the health issues affecting migrants and displaced communities.

Climate experts suggest that better collaboration among academics, policymakers, and communities affected by migration and displacement might enhance research quality and inform national decision-making.

Rather than simply reporting these problems, WHO advocated for increasing funding in implementation research capable of testing interventions in real-world situations and identifying best practices that may be reproduced throughout the area.

The new research agenda includes dedicated implementation roadmaps tailored to both the Pacific and Asian subregions, enabling countries to adapt priorities according to their unique demographic, environmental and institutional contexts.

The roadmaps identify several priority action areas, including strengthening research governance and leadership, improving migration-sensitive data systems, expanding knowledge-sharing platforms, securing sustainable funding and enhancing the translation of research findings into policy and practice.

According to Dr Sandro Demaio, Director and Head of the WHO Asia-Pacific Centre for Environment and Health, the increasing interaction between climate change, migration and public health demands a more integrated approach.

“Climate change, migration, displacement and health can no longer be considered separate issues. Across the Western Pacific Region, their impacts are increasingly visible in communities and health systems.

“This agenda provides an important foundation for generating the evidence needed to inform equitable and effective responses.”

By strengthening research capacity, improving evidence-based policymaking and fostering closer regional cooperation, WHO hopes the initiative will help countries develop more inclusive, resilient and climate-responsive health systems capable of supporting Universal Health Coverage while ensuring migrants and displaced populations receive the care and protection they need.

As climate change continues to reshape migration patterns and place new demands on healthcare systems, the World Health Organization believes that investing in research today will equip governments with the knowledge required to respond more effectively to tomorrow’s public health challenges, ensuring that no community is left behind in the pursuit of healthier and more equitable societies.
